Good Faith Estimate: Non-Medicare Part B Patients
You have the right to receive a "Good Faith Estimate" explaining how much your medical care will cost.
Under the law, health care providers need to give patients who don't have insurance or who are not using insurance an estimate of the bill for medical items and services.
You have the right to receive a Good Faith Estimate for the total expected cost of any non-emergency items or services. This includes related costs like medical tests, prescription drugs, equipment, and hospital fees.
Make sure your health care provider gives you a Good Faith Estimate in writing at least 1 business day before your medical service or item. You can also ask your health care provider, and any other provider you choose, for a Good Faith Estimate before you schedule an item or service.
If you receive a bill that is at least $400 more than your Good Faith Estimate, you can dispute the bill.
Make sure to save a copy or picture of your Good Faith Estimate.

Medicare Part B
Dr. Thompson is a non-participating provider with Medicare Part B. Medicare will only aid with the cost of active care (medically necessary) spinal adjustments (CPT codes 98940, 98941, and 98942). The active care spinal adjustments are paid by the patient at time-of-service.
The provider will file the claim to Medicare. Medicare will process the claim against your annual Part B deductible. Once your deductible is met, Medicare will mail a reimbursement check directly to the patient for usually around 80% of the approved Non-Par rate.
Follow your Medicare terms and conditions.
The exams, wellness adjustments, extraspinal adjustments (extremity adjustments), other health care services and therapies, equipment, retail products, etc. are all out-of-pocket, not covered by Medicare, and to be paid time-of-service.
Non-Medicare Part B
For non-Medicare patients, all exams, active care adjustments, wellness adjustments, extraspinal adjustments (extremity adjustments), other health care services and therapies, equipment, retail products, etc. are all out-of-pocket and to be paid time-of-service. You may ask for an itemized receipt for self-submission to insurance/HSA/FSA.
HSA/FSA cards
HSA cards and FSA cards are allowed to be used in-person with the card terminal, but may not be used as the card saved on-file.
Saved card on-file
Every patient is required to have a valid credit or debit card to be saved on-file. This cannot be a HSA or FSA card. The card saved on-file will be used to pay for any late payment fees, missed appointment/no-show fees ($35 per occurrence per patient with less than 24 hours notice), services, therapies, equipment, retail products, exams, etc.
Referral Discount:
Office Compliance Policy: Marketing & Referral Discounts
Effective Date: October 26, 2026
Policy Status: Active
1. Purpose
This policy establishes strict compliance guidelines for marketing promotions, patient referral programs, and fee adjustments under the federal Anti-Kickback Statute (AKS) and the Civil Monetary Penalties Law (CMPL). The intent is to completely prevent illegal financial inducements involving federal healthcare program beneficiaries.
2. Definition of Excluded Individuals
No clinical or marketing discounts (including, but not limited to, the "10% off Referral Discount" for 10% off the next spinal adjustment) may be offered, promised, or applied to any individual enrolled in a federal or state-funded healthcare program. This exclusion applies regardless of whether the patient pays cash out-of-pocket at this clinic. Excluded programs include:
Medicare (Including Part A hospital coverage, Part B medical coverage, Part C Advantage plans, and Part D prescription plans).
Medicaid / MHCP (All state-managed programs)
TRICARE / CHAMPVA / VA (Military and veteran health coverage)
BCBS Federal Employee Program
3. Prohibited Referral Transactions
To eliminate compliance risks, the 10% referral discount is strictly prohibited in the following scenarios:
Government Beneficiary Refers Anyone: No discount or financial credit may be applied to the account of a Medicare, Medicaid, or TRICARE patient who refers a new patient.
Self-Pay Patient Refers a Government Beneficiary: No discount may be awarded to a self-pay patient if the individual they referred is enrolled in a government healthcare program.
4. Authorized Promotions
Marketing discounts are strictly limited to private-pay transactions. The 10% referral discount on the next spinal adjustment may only be applied to a 100% private Self-Pay patient who has successfully referred another private Self-Pay patient, or to a 100% private Self-Pay patient who was referred by a government beneficiary. Under federal law, these clinical discounts cannot be awarded to the government beneficiary (Medicare, Medicaid, or TRICARE) under any circumstance."
5. Safe Harbor Tokens of Appreciation
For government-insured beneficiaries who refer a private-pay patient, the clinic may express gratitude using non-cash tokens of appreciation (e.g., thank-you cards or low-value branded promotional items). The value of any single token must not exceed $15, and the cumulative value given to a single individual must not exceed $75 per calendar year.
